EDIT 7: GOOD NEWS! My friend had asked paypal for help because RaisingWolves refused to cooperate (or communicate for that matter), and he finally got an answer. They decided in his favor, so he got his money back! :la:
(My fingers still itch to submit that Artist's Beware though, but I will leave that decision up to my friend...)

EDIT 5: :iconraisingwolves: claimed she sent the money back and that it needs a while to arrive (it's already been some time).
She seems to be lying about that though; I use paypal frequently and I alway receive the money immediately - I think it only takes 30 days until the money can be used if the 'Pay for a service' option has been used but I'm still able to see that someone sent me money, I just don't have immediate access. If she really sent the money, my friend should be able to see that the money has been sent, but he got no notifications whatsoever.
:iconraisingwolves: also still fails to back up her statements with actual proof (e.g. screenshots).

EDIT 4: RaisingWolves still refuses to give back the stolen money or acknowledge the issues at all. She is still happily holding her giveaway, giving away money she should rather give back to my friend.

EDIT 2: Another person went to her journal and warned people about her theft. RaisingWolves finally answered:

"PSA- many people believe im a scammer rn but if im scamming people for money why would i be giving it away? i have held giveaways in the past that serve as some credibility that i do give out the prizes i say i will. I dont really mind what people believe as it doesnt bother me, i just thought a giveaway would be fun"


She still doesn't adress the situation, and she still doesn't say anything about the fact that she owes my friend 15$. There's no credibility in that. I wish she wouldn't just outright refuse to talk.

She may not have scammed anyone before. I believe her that!

But that still doesn't explain why she outright refuses to talk to anyone about the current situation.
Maybe she's scared of the reaction or that it will cause more drama, but she doesn't have to be. In fact, I just made this journal because she refused to talk and resolve this situation; my friend and I, and everyone involved would love to resolve this, but we can't do that if she doesn't acknowledge the fact that she still has my friend's money or at least that something went wrong here, be it a misunderstanding or whatever. 
Maybe she didn't have time to do the art. Maybe she realized it was too much and couldn't deal with the pressure of knowing she still had to do the art, and didn't have the money anymore at to refund him at that moment.
I don't know. And I can't know until she doesn't give some sort of explanation.
We are all human. We make mistakes. That's what makes us human. But as an adult person, it's important we stand up for our mistakes and explain ourselves. 

If she'd calmly give a statement/her side of the story and back it up with some evidence such as screenshots, people wouldn't be so suspicious.

But she still didn't refund my friend or showed any kind of reaction. Please, please share this journal. I'm always willing to give people the benefit of a doubt, but this is just outrageous.

Usually I'm not one to do 'call-out' journals, but I know a lot of my followers and friends buy commissions from other artists and I don't want them to get scammed out of their money or points.

So, I'm gonna make this short...Don't buy from this artist here: :iconraisingwolves:.

She scammed my friend :iconwingpm: and actually stole 15$ from him.

I'm usually someone who tries to talk about it if there is any trouble, but she blocked me - without me even messaging her, I suppose she saw my comment on Wing's journal. She also blocked everyone who tried to talk to her, including Wing himself. 

Seeing that she's actually got over 1000 watchers is pretty sad because it makes me think that she actually meant to build a good reputation once when she registered here, but instead she became a thief...

I'd advice you on not buying anything from her, and, if you feel like it, share this maybe, so more people can see this and won't fall victim to her scam.

DON'T ATTACK HER!
I just don't want anyone to have the same happening to them, not start a fight or hurt anyone. She obviously refuses to take responsibilty; harassing her won't change that.

Good on them for favoring in your friend's case. This was a terrible situation and I'm glad they got what they deserved back. <3
